Discuss briefly the non-excludability and non-rival aspects of the good and also the manner the government should be providing the good (i.e., how will the government deliver the good: work and contract the private sector firms in providing the good). Relate this discussion on the demand and supply factors that would affect the quantity and price of the good in the market.
